php with more languages.

Greetings!

Im learning php and javascript and going good. Now i want to learn a language which can be used in window or other OS which can be used with PHP and MySQL database.

For example create a program that will show popUps without opening the web browser for a web based application when he/she receives a message to the php application or maybe create the CMC for the application, but not with use of the browser.

What would be the best programing language i can learn which will easily work with php-MySQL. I really need the guidance for this.

However, I'd probably go with Java, myself; especially if portability is an issue since the Java run-time environment is widely in use.
