Well, since so far this seems like the website to ask this question on, I want to create a contact me form (preferably using PHP). I currently have xampp installed, but don’t have Mail() configured, or know how to either.

Are you eventually going to put it on a server with sendmail capability or is the whole project just for your local server on XAMPP? If the latter, you can get fsocket scripts which will utilise sendmail capability on another server, if your server doesn't support it.
