uploaded temp file

I have a simple file upload page done in html. The action page has session headers and then I try to get the $_FILE variables. I can get the ‘name’ but not the ‘tmp_name’. Could it be that I do not have permission to use the php directory on the server?
Here is the code. I tried to get the temp file two ways. I even tried is_uploaded_file but nothing was returned.

$userfile=$_FILES[‘userfile’][‘name’];
$tempfile=$_
FILES[‘userfile’][‘tmp_name’];
$temp2=$HTTP_POST_FILES[‘userfile’][‘tmp_name’];
echo “Userfile: $userfile<br>Tempfile: $tempfile<br>temp2: $temp2<br><hr>”;

I can’t copy this file if I can’t get the tmp name. Any ideas?
