Very quick and easy question (image directories)

I remember a while ago I was taking a look at someone else’s source code and they had put something in their title that would tell the browser where their image directory was so when they added images they could just write <img src=”picture.jpg”> rather than <img src=”images/picture.jpg”>

If someone knows what I am talking about could you please let me know. Thank you.
