whos the webmaster, Serious problems with http://www.hmaservice.com/

I went to
[url]http://www.hmaservice.com/[/url]
and clicked sign up. in order to sign up you have to check this link
HMAService Privacy Policy and Usage Agreement Link

Well that link address is actually javascript?penNewWindow(‘/privacy_Policy.html’, ”, ”, ”, ‘yes’);

When I actually hit that address it took me to this message
http://www.javascript.com/privacy_Policy.html’,%20”,%20”,%20”,%20’yes‘);
which says

The problem I have is I don’t know who the webmaster is?
So my question would be can someone direct me to the webmaster?

Looks like another site that professes MS / IE logic
