Opening a Window about_blank

Hi this is probably pretty simple but could someone put up some code to open a window the about_blank type(the one that opens a window in a seperate window) in a cerain size.

Well that certainly will not work because you can't attach a window open inside an href attribute AND there is no such function as popUpWindow_new().
