The best way to Get a mouseover Text bubble.

I want a box to (fade in?) appear with about 3 paragraphs of text in it everytime the visitor put there mouse over it and to fade away when they remove the mouse. Something like what is on the home page of this site with those “mouse over bubble ads”

whats the best/easiest way to implement this?

@WebJoelFeb 02.2008 — Google "[B]tooltips[/B]". This can be done with CSS, but the 'fade-in/fade out' sounds as if a small javascript snippette might be needed. IE might have something in the "fliter" line that acheives this, but it's proprietory and works only-IE.
