Popup stay on top – ALL Browsers?

Other than using a floating div, is there any way to make a standard popup window stay on top of it’s parent? (for all browsers)

If the user clicks another window the child will hide with the parent but if the user clicks the browser window again, the popup is on top.

Possible?

(I know this is considered an annoyance but this is being used in a closed envireonment)
