Comment tag and Search Engines

Are search engines able to read <!– Comment tags –> ? Will they follow links inside the tags?

We use the tags liberally to temporarily prevent certain things from showing on our pages. In no way are we trying to fool the SEs. Sometimes it’s just easier to wrap something in the tag than to remove it and stick it back in later.
