Editable Record Tracking

Im developing a system to keep track key maintenance record. This form contains 4 fills: Room no. , Date, Type of service provided and Remarks. This system can track what data that the user will enter. Within the same date and same room no the form is valid to be editable, but once the date goes to the next day this data will not be editable. Can anyone give any suggestions on how this system going to be developed? This is my first time developing system. Please help? ? ?
