is cookie always on viewer’s local PC?

I voted for singer-star before, that site used cookie to prevent multiple votings by same PC.

When I voted my fovorite singer, I deleted cookie from IE and voted for handreds of times.

Now I need to use cookie for my own site, I hope viewer can not delete my cookie, so they only can “vote” for once.

I think cookie is localated on user’s PC, so that we can not prevent cookie from beening deleted.

right?

@knowjNov 06.2007 — Cookies are always on a users PC.

The only way round this is to use the users IP address and log this in a database (but even that can be faked)

Another method would be to require the user to enter there email address enter it into a database then require them to click on a link that will be emailed to them to confirm their vote

@felgallNov 07.2007 — Of course using the IP address blocks others from voting when they are allocated an IP address that was already used by someone who voted.
