"MAX_USER_CONNECTIONS" error??!!

hi every1..
am using a phpBB forum, a problem had occured lately when my friends started visiting the site, an error msg occure ‘max user connections limit reached’ and couldn’t connect to db, what’s this error and how to fix it?
[the server is not on my pc]

can i connect to the db without username and password?? i tried not assigning a user for the DB and try to connect normally with no user or pass but didn't connect..

@NogDogNov 03.2007 — Perhaps it's a maximum [b]concurrent[/b] connection limit. This can be a server-wide setting, so is not necessarily you fault if you are on a shared server with other accounts. (Of course, it might be your fault, too.) Such a problem could be the result of scripts on the server incorrectly using persistent database connections (such as via mysql_pconnect() in PHP). You might want to look through the phpBB configuration and see if there is any setting for persistent connections, and if so, disable them.
