How to rebuild image as webpage?

Hey guys how do I take an exisiting image from photoshop and turn it into a webpage…? I was thinking of layers but how do I get the layers from just the picture?

Here is the photo, thanks for any suggestions

@ray326Oct 13.2007 — Don't think in layers, think in content. Create the page markup for the sample content in the picture then start to think about styling it to get the presentation of your graphical design.
