Resize/position 2 windows

When a user visits my website, I need to be able to display 2 webpages. The first webpage(index.html) and the 2nd (viewer.html). Not sure how to get both pages to show without a popup blocking error.

After I get that problem fixed, I need to make the first webpage fit the page 80% in width and 100% in height and positioned against the left side of the page. I need the 2nd page to position to the right, 20% in width and 100% in height.

Any help with the above would be greatly appreciated. Thanks.
