Tabs

I would like to know how to make tabs across the top of a page. If you will go to this site, you will see what I am talking about. If anyone has a code I’d love that as I don’t write my own code. I use Front Page. Someone told me I could do it in Front Page but didn’t tell me how and I can’t find out how. Any help would be greatly appreciated.
