How call php function insert image url?

Im a newbie on php and I need to create a simple image downloading script where in the user can submit or insert an image URL and then views the image url and it will download or add it and place it on the server or in the database, Any one have any bright ideas on how i can do this?

example:

The user submit the image of 39dollarglasses.com
([url]http://www.39dollarglasses.com/store/images/thumb/2164_Brown.jpg[/url]),

in which image url of 39dollarglasses.com insert into my site and views it using php script with form..
