If Statement Help

I dont know what im doing wrong, I want to compare a value with three different value sets and give a result if it falls in that value set.

Ive tried it in if else also.

if (cookieValue < 5) {document.frmOrder.ship.value = “$9.95”}
if (cookieValue < 16) {document.frmOrder.ship.value = “$17.85”}
if (cookieValue = 16) document.frmOrder.ship.value = “$24.95”
