Creating an online mailer from a homemade PHP app

Im looking to create a page on my site in which only will be able to access which will have a blank field where i can paste in HTML code which will then allow me to send out a html email to my database.

Id basically create my e-mailer in dreamweaver then copy the code into the page and send

I know there are companies that offer this service but id rather have my own.

Can any of you guys help or are there any tutorials online

Any help would be highly appreciated
