RichText -HTML code output

What is the best way, I can output html code in php?
For instance, if a user writes a blog with a rich text editor(an example is the one am using on now), what best way can I output image as to be display and link as to be target to _blank and tags like <table width =”10000″. should be disabled.

Any scope?

@TJ111Jun 19.2007 — I'm not exactly sure what you asking, but if you want to have all links have target="blank" your best bet might be javascript. [url=http://www.sitepoint.com/article/standards-compliant-world/3]Example[/url].

I'm not sure what your other questions are about. If your running a forum or a blog why not use phpBB or wordpress or something similar?

@itbeingsauthorJun 20.2007 — It's not about doing blogging page this time nor do I want all links to be open to another page. All I want is that if a user add am image link or URL, I want it to display the image and the link so that when the link is clicked, it will open a new window.
