Style Sheet for Index of/ (w/o html file?) – I have an example

Folks, I don’t know if what I am looking to do is even possible. I have searched within this forum and Googled using terms that I would assume fit the search criteria…

If you take a look at the following site: [URL=”http://download.fedora.redhat.com/pub/fedora/linux/”]download.fedora.redhat.com[/URL] it appears as though their server (apache most likely) has applied a style sheet to the index of / directory. Where as if you were to navigate into a folder without an index file of some form or htaccess modification, your website would display the contents in this manner: [URL=”http://www.portlandmuseum.org/inc/”]Example of unprotected / No index file directory[/URL].

Even if this is just a clever way of making it look like the contents of a directory are being dynamically displayed with fresh icons in the first example, is it possible to achieve similar results configuring apache or IIS to load a style sheet when there isnt an html/php file in the directory?

On second thought, I'd look into doing a custom page for a 403 or 405 or whatever Apache throws for that.
