Help with Table Functionality as Layout

Using a combination of Photoshop (to design and Slice), Dreamweaver (to simply add hyperlinks quickly), and FrontPage (for majority of the editing) I have been attempting to design a layout and constantly rise to problems. I have completed the layout, and seems fine FireFox, however viewing it in Internet Explorer I found that the Table properties don’t respond the same (as is evident in the header spacing out across the page). First question would be how to fix this issue. You can view the layout here:

Secondly, I have attempted to set “repeat” cells where the background of that cell repeats for the sake of stretching out the layout. For example, if I were to add more content to the box in the middle, I would like that box to stretch out, however I have risen to a new problem. The incorrect cells are stretching out, not the ones I would like to. This can be seen here:

The gaps indicate the incorrect cell being centered and stretched, instead of (typically) the one right below it that I would like to have stretched out.

I’ve exhausted myself delaying the release of this site over weeks trying to solve these issues, any and all help is greatly appreciated. Any recommendations would be appreciated as well. Thanks to taking the time to read.

@drhowarddrfineJun 03.2007 — 1) You use Dreamweaver just to add hyperlinks?

2) You use FrontPage at all?

3) You aren't using a doctype which puts IE into quirks mode.

4) Never use tables to layout a web page.

You will never get IE to try and act like a modern browser without a proper doctype. See the link below. Use html 4.01 strict. Then validate your html and css for any errors (and there are some).

@LavarinthauthorJun 03.2007 — Thanks for the advice, I honestly have no problem redoing the code by hand if I have to. I just tried to take a quick way after failing so many times.

EDIT: Question though, what would someone recommend I attempt to do for this layout? As in should I look into DIVs?

@ray326Jun 04.2007 — Well that's a banner and three columns with a list of links in the banner menu so the core of the layout would be half dozen or so divs.
