Dynamic directory web layout

Question that is driving me nuts:
on sites like mininova.org, curse-gaming.com, wordpress.org, The directory structure is very unique. It has dynamic and static elements.
Ie curse-gaming example URL:
[url]http://www-en.curse-gaming.com/gallery/details/23582/trade-window-enhancement/[/url]
some parts of this are dynamic, some are static.

How is this accomplished? what technology is this based on? How are the template files accessed from the home location and the dynamic parts accessed?

any information at all would be very helpful. Thank you in advance.
