Create standardized web browser JavaScript library for the local machine

So Windows has .NET. MacOS has Cocoa. Both provide frameworks on the local machine to facilitate the creation of applications. With the rise of Web 2.0, does anyone think it would be useful to create a JavaScript library that would be stored on the local machine so complying Web sites don’t require the user to download 100KB of scripts?

I’m well aware of the implications for users. They’d need to download something and save it to their computer. Why not create a quick install program to put the files there automatically?

And if this is something that could be beneficial, who wants to start work on it?

@felgallApr 27.2007 — The browser writers would need to update the way the browsers work first so that userscripts can be run from downloaded scripts rather than waiting until after the page has finished loading before they run.
