Opening new page !

Hi,
I saw many sites using this javascript feature,and I would like to know how to open a new IE page with :

-Setting specefic hight and width ( like 200×400)
-No possibility to resize !
-and display html page on it !

I would realy apreciate if someone could provide me with the one line of code that can do that !
