I am interested in writing a script which detects car license plates and compares them with a database of stolen vehicles.

I want to create a php script which has 2 parts.

1) gather license plates of cars that have been stolen from public websites like [URL=”http://www.twoc.co.uk/”]http://www.twoc.co.uk/[/URL]. These will be stored in a database.

2) a script which will take images and extracts the license plate which will then be compared with the database.

If anyone is interested in taking part in this project could you please let me know. I also would be gratefull for any information, tips or ideas on how part 2 is possible to achive.

Somehow they will be able to upload the images or my script will come and get the image and then extracts the license plate and then checks it against the database. if the car is stolen it can then alert the police.

The database stuff is easy its the image thats going to be difficult. No idea where to start.
