arabic characters

Hi all .
I’m suffering from a sever problem with character encoding .I’m developing a web an arabic website . it is ok . I set the langauge encoding to “windows-1256” and the whole website is working ok with it .but my problem lies with the search .I’m searching in the website database , and some times the results are not correct .because of slight differences and complications with the arabic language .ofcourse the user writes in arabic in the search engine and i search in the database for the same characters using : like%someword% in the select query .but as i said sometimes it brings different data ..
here is the web site and some examples on the problem :

** some words are “شكر” – the results contain the word “سكر” . notice the difference ?
** another word is ” أحمد ” some of the results will not contain this word . and this is different from ” احمد ” .
is this any way to convert the arabic chatracters to its equivalent in any other unicode that suits the database unicode ?!
