Advanced Achoring Technique

I need a bit of help with some advanced anchoring technique.

Is it possible (using standard HTML code) to call a frameset in which the bottom frame has achors set and have the bottom frame jump to a specific achor when the frameset is opened?

The application is for use in an glossary where the top frame has A-Z across the top and control the bottom frame by jumping to the letter group.

In my “online book” I want to have words hyperlinked to open the glossary frameset and jump directly to the letter group of that word…hence keeping the user from having to click AGAIN on the letter inthe top frame.
