2 layers of tabbed menu

Hi,
I’m creating a tabbed navigation with horizontal dropdown sub-menu. I have 13 items or more in my tabbed navigation and it doesn’t fit on the screen. Is there a way to have 3 tabs on top of 10 tabs while the horizontal dropdown submenu still function the same way?
If mouse hovers on one of the top 3 tabs, the dropdown sub-menu will cover/block the second 10 tabs.
I’ve been looking everywhere and haven’t found any example for this. Please help.

@vparqueFeb 27.2007 — I understand what you are trying to achieve with CSS/HTML, but if I were you, I would go back to the drawing board and re-organize the navigation structure.

Most cases, each level of navigation should not exceed the maximum of 9 items. Ideally, 5-7 is the magic number.

This is more of UI design rather than coding issue, but if you invest some time in nagivation structure, you might get more return from your time.
