Mouse Over Change Text Color?

I was wondering if it would be possible if when you placed the mouse over some text it would change the text color or the background of that part of the text? I know you can do this with pictures, but it would be very unpractical to make a seperate .bmp/.jpeg for each element that I want to use as there are close to fifty or more. Any help would be greatly appreciated.

Edit: Or even a script which when you press a button a small box pops down showing text. I’ve seen something like it done before.

How about when you mouse over an element, the bg/fg colours fade between any two values? [b]Link[/b]
