Javascript is not enabled when accessing the html file from C drive in IE6

I have WindowXP at work and our standard browser is IE6 SP2. One of our applications asks users to download a html form with javascript validation in it to their hard drive and fill it out. When opening the html from C drive with IE6, javascript is not working. However, if I copy the html file to a network drive, the javascript works just fine. All the security settings for IE6 look good. Does anybody have any insight of what causing this problem? Thanks.

Apparently this is an intranet.

The permissions for IE6 may be set in the registry by the network administrator-

you need to [B]enable active content [/B]on your local hard drive.

If you use windows defender or any of several anti-phishing tools you may need to enable it there.

IE7 puts a 'local machine' environment on the security menu, but IE6 does not. For IE6, check the option in IE's tools-advanced menu.

The active content is enabled on my hard drive in the advancd menu. The javascript is not running only when I access the file on my hard drive, and it was fine anywhere else on the network.

When you say "the permissions for IE6 may be set in the registry by the network administrator", which key are you specifically referring to. The interesting thing is that our company started to roll out window XP since last year and we had window 2000 before, and I don't think we had this problem when we were on window 2000. Another thing worth mention is that there are two people in my department just got a new pc with windowXP within a month and they don't have this problem. This makes me think our desktop engineers changed some settings in the image to make the local machine javascript enabled. I have been talking to them and they haven't come up with anything yet.

Does anyone know what may be the culprit? Thanks a bunch.
