Initiating other programs

I am trying to make a PHP file/page that will prompt other programs. Simple as that.

I would like user input from the internet (to include upload of a file)… to initiate an otherwise offline program… manipulate the information (file)… and then return it to the user for download as a newer, tweaked version of the original.

I know it can be done, albeit Im not sure with PHP or Perl. I dont know a shred of Perl. I do know PHP quite well, however, but have never needed nor come by the information I currently need.

Any help would be appreciated.
