Is there a simple HTML or JavaScript command to save a picture from a website without right clicking on it? I’m using a link to the file but because it’s an image it opens the image in the browser.

Save this script on its own page and call it something like download.php
If you have an image, or any file for that matter you want to force a download to, make the link goto download.php?file=image.jpg and it'll force download image.jpg.
