You might use JS for some of the client stuff (remembering that you should provide alternate <noscript> content for clients not running JavaScript), but the main issue would be the server-side technology; and that is normally performed with one of many possibilities, such as PHP, ASP/.NET, Java, Perl/CGI, etc.....

@NogDogJan 11.2007 — The fact that at least some of their pages have ".php" suffixes is a 99.9% likely indication that they are using PHP.
