Need advise in website concept

I have some solid vb programming background but must admit I am a novice when it comes to website design.

A few years back (this is ancient), I created a website using Front Page and use Paypal shopping cart for payment. It served the purpose at the time but it is totally obsolete now. I need to redesign a new website.

I am looking for a place to bounce off a few concepts that I picked up over the years. I need some of you to tell me if it is feasible or fantasy.

The new website will be made up of 3 groups of pages:

The index page: this is the main page that will come up when customers search the search engine for the product lines I carry. It will have my logo on the top. Information of what we are, right beneath the logo. Then we will give a top down summary of the product groups/categories we sell. We would use either tab, or bookmark to list the Contact Us information and our Terms and Policy. This page is the key for people finding us thru search engine search, or Google Adword paid search. We will have about 10 keywords for this page. I need advise on how to optimize this.

The second group is the product category detail page. When customer click on a certain product category from the index page, this page comes up. The page will have all the product items in that category. Each item will have a small picture and a quick description of the product.

The third group is the item detail and sales page. When customer clicks on an item in the category page, it opens up the detail of the particular item. There are more pictures, description, availability, price and shipping charge. Most important, there will be 2 options to pay: Paypal and Google Check out.

I need the detail item page to draw information from a database which contains information of the description, detail, inventory quantity, price, shipping charge, etc. I want to upload this small database to the host server where the website is hosted. Whenever customer clicks on the item detail file, it will read from this database to show the vital information like prices and quantity availability.

I need to have the flexibility to offer free shipping if the total order (merchandise sales) is over a certain amount.

When customers make purchases and check out, I want to have the ability to capture as much information as possible so I can tie it back to the payment information I will receive from PayPal or Google.

Before I go another further, can someone comment on if the concept is valid?

Also, I need some advise on how to host this kind of set up and who is out there doing it reliably and reasonably.
