border-color not working properly

ok, so I have some classes for my <td> elements. There are as follows,

background-color:cc9966
border-color:’black’
}

td.system
{
background-color:3399cc
border-color:’black’
}

td.eng

background-color:cc6600
border-color:’black’
}

The problem i’m having is that without “border-color” the TD show up with their appropriate background-color, but when I add “border-color” to the mix all of the TD assume a black background but the border remains white. Please please help me, this is getting very frustrating. ^{^_^}
