Last Updated Timestamp Code????

I am looking at a website in which I will be redesigning. There is a bit of code at the bottom of the page where the last date updated information is located. Here is the code…

Can anyone tell me what this is? I am thinking it is some sort of code that automatically displays the current date when the page is updated but im not sure.
