Floating navigation panel wanted

I am looking for a floating navigation panel that will remain visible until closed or minimzed. A popup window that remains at the top and enables users to click links on underlying pages while the floating window is open would be ideal.

The Systems Tools >> Acessability >> [B]On Screen Keyboard[/B] in Windows XP is a good indication of what I am looking for. This window floats above all other windows, and the user can click links on underlying applications without the on-screen keyboard dissapearing behind the clicked window.

Does anyone know how to make this happen on a website and across multiple browsers?
