Make a banner appear every page

What is the code that I can use to insert an image at the top of my page with a hyperlink to my home. I want to put a banner at the top of every one of my pages, but I cannot figure out the code! I tried image: URL(‘url’); but it didn’t work.

@KravvitzOct 01.2006 — This is beyond the capabilities of CSS. You need a server-side language, like PHP or ASP, to do that.

(Also, CSS is a server-side language ? )

@KravvitzOct 01.2006 — Not many servers will offer both PHP and ASP. I use PHP myself and recommend it.

Cascading Style Sheets (CSS) is not a server-side language.

But on a side note, what is CSS considered?
