Lates on flashing, scrolling, animations

What is current thinking on having flashing images, scrolling text, animations… things that move. It used to be usability gurus would say this is not good. That it is distracting to the viewer. Do webmasters, actually the usability gurus, still say this?

Young people think that tons of bells and whistles makes a good website but the gurus used to say NO, don’t do that.

If it’s still bad, do you say NEVER use anything that moves or maybe one per page or what?
