put in a fake link(how)?

Hi

if you have a link <a href=”123.htm”> 1234 </a>
when the mouse scrolls over it an arrow appears so the user knows it is a link.

my question is

how do i trick the system so i can have <p>1234</p>
so the when the mouse scrolls over it an arrow apears
but its not a link , its a fake link?

can it be done?
