Frames & Borders grrrr

Is there anyway of making the right side of this frame NOT have a scroll bar at the bottom? I may have a small screen to some (600×800) but there isn’t even anything written in there that should cause it to have it. It only shows up when the the page exceeds the bottom of my screen. Because of the different screen sizes, I want to stay away from making the page just one size. Any ideas?
