Need help with bottom of website draft

Last week I discovered this website and asked for a review. Low and behold, my code sucked! 😡 After cleaning it up and some other things, I have re-created my website using CSS and viewed in Foxfire.

But when it’s viewed in IE the left border of the third column goes past the bottom border ( I used a table to create it). I have to tell you up front I’m brand new to this game (learning as I go). But if it’s fixed in IE it doesn’t look right in Fox. 😡

How do I fixit? Is there a better way to do the blue bottom border? Thanks.
