Question on META HTTP-EQUIV="Window-target"

Can one complete this <META HTTP-EQUIV=”Window-target” tag in such a way as to force any links on my page that go to external sites, to open in a fresh browser history, so that if the user x’s their current browser window or looks at their browser history, their browser will only link back to the page that they left on my site?

Look at his source code for that page.
