"Ribbon Cutting" effect on webpage

Hi.. we are launching a new website. I need an effect where I can put a large red “ribbon” across the site with a bow, and the person can take their mouse and “cut” the ribbon. ANd once its cut (or after a few seconds) the page will redirect to the site (without the ribbon there).

OR, if that’s impossible, just the ribbon cutting on its own (without user input).

Any suggestions?

Even a simple static image should do it for you.

A long red strip would be fine. what action would 'cut' it?
