Maybe IIS issue – Can’t Set Up for Download

Totally new, raw, raw beginner.

I thought any file you referenced as in : <A HREF=”http://localhost/img_1008.jpg”>imagefile</A> would be available for download by anyone clicking on it.

But I get an error message whenever I try: HTTP 403.2 – Forbidden: Read Access Forbidden
Internet Information Services

You can see I’m using IIS on WinXP with MySql and PHP installed and I’m trying to construct a website (and learn everything needed to do that) here on the home machine, checking it works as I go along – that’s why IIS, etc.

Is this an IIS issue or have I got the wrong idea? Should I do something different if I want files available for download?
