Test if Network Available

I am developing a web application (asp.net 2.0) that will be used on a Panasonic Tuff Book. The application has multiple data entry screens.

I need a way to test the network availability in a “Heart Beat” type of functionality. If the user is walking around the plant and enters a cold spot, I want to disable the submit button on the data entry screen until they enter a hot spot again.
