IE and NS7 condition in href tag

Is there a way to put conditions in an href instead of inside below script tags:

if(navigator.appname == “Netscape”)
{
document.write(“<a href=’site.cfm’ title=’netscape words here’>Link</a>”);
}
else
{
document.write(“<a href=’site.cfm’ title=’IE words here’>Link</a>”);
}
</script>
[/code]

My attempt is really far off but not sure how to do it so I dont have to use <script> tags and can create conditions in my href tag?
