To Whom It May Concern: :p

I’d like to know how to make a popup box that can open even if the site is not running.
HERE’S WHAT WOULD HAPPEN:
A user goes to my site: [url]www.haaxh.com[/url]
They go around weing what my site has to offer.(at this point they would probably need to get an account.
They leave.
The site adminastrator (ME) adds something to the site.
The user gets on line (not neccesarily on haaxh.com) and a popup box tells him/her:

“There are nex features at www.Haaxh.com!”

Is this possible w/Javascript?

otherwise what you are asking is impossible unless you save something onto the users PC, which is highly illegal without their consent.

and if they do consent...it's an RSS feed.
