Div above Page

I am trying to figure out how to properly do this. Below is a link to a picture I created to illustrate what I am trying to do.

You will note that in the center of the screen, there is a div that appears layered above (using z-index) and is centered on the viewport.

I do not need the div to remain in the center as th page is scrolled, but I would like it to load in the middle of the screen loaded.

Anyone have any suggestions? Thanks
