Footer Adjustment Problem

Hi all,
i have a simple requirment on all of the webpages of my website.
I have added a Footer control on all of my pages. Now my site is dynamic one so i wanted that whenever page
is displaying few records then footer should be linked to bottom of the page. but when there are more record and
there is a horizontal scroll on my page then footer should be displayed after a certain space (i can define) on bottom.

Now issue is that if i hard-code/fix space between last row before footer and footer, then if i have fewer records that
footer will be displayed after that fixed space instead of displaying at bottom.
